a researcher who is retired lecturer of Electrical engineering. This is his invention. This machine has two power consuming parts, one is a blower and the other is called PEB (that's the trade secret and main part of the invention). The blower creates and blow and the PEB enhances the velocity of the flow at expense of internal enthalpy of the airflow created by the blower. This enhanced airflow is then used to rotate one or more windmill type turbine and electricity is generated. The latest experimental result is like this: Input voltage: 3.7 V and input current: 0.15 Amp; while output is 3.8 V and 0.15 Amp.
All the experiments were done with small and inefficient machinery. Blower efficiency of blowers can be as high as around 60% and the turbines too can be built so that more power can be produced. At present, the output is just 2% more than the input. But with proper funding and better machinery, output can be doubled with this present machine.

As per the present "knowledge" of physics and engineering, the output can't be more than 36% of the input. First, the blower is not 100% efficient, it's maximum efficiency with market available systems can be 60% maximum. And, as per Betz law, the windmill type generator can convert only 59.3% of the kinetic energy contained by the airflow. While the output generated exceeds far more than this "theoretical limit". So, there is little chance of error.

This machine is now open to examination but at the cost of "skeptics". The inventor isn't a rich man that he can sponsor the visit of curious examiners. And I am requesting on his behalf suggestions from others here regarding how to go forward with and make it a successful technology to save the world.

And I am requesting on his behalf suggestions from others here regarding how to go forward with and make it a successful technology to save the world.
As the waiting list is long, because miracle machines already exist by the hundreds if one believes the ramblings of their inventors, he would be well advised to produce an engineering diagram, as well as his measurement protocol and values he has recorded. This will save the time of the skeptics, who will probably not have to travel for nothing.

   First it has to be tested, then replicated, before it could be considered "a successful technology to save the world.."

   Where is this fellow located?   (I live in NW Missouri.)

One way forward might be to ask the electrical department of a university merely to assess the device's efficiency. It could be a second year undergrad project. You could start with Imperial College (or Sussex), associated with Eric Laithwaite. There are recommedable institutions in the Midlnads and the North.

Paul that's a great idea but can you wait till we all have the build know how first before it's recalled by the Yanks and confiscated like the one that came out of Africa, never to be seen again, and who is Sussex ?  :-\ :-\

PS is Eric Laithwaite still going ? also you could also try to patent it as well, that might create a whole load of fun too.  O0

In case you didn't notice, they've lost it. That's why Nissan launched the Leaf without any problems.

The vortex work of Viktor Schauberger comes to mind reading your post.
I sincerely doubt a patent would be of any help. If it has merit, it will be quickly replicated and mass manufactured in Asia.
I am very skeptical of bringing in "experts" to evaluate it.
The one thought that comes to mind is to do what UFOPolitics did on EF, releasing his machines into the public domain so that they it could not be patented. He worded this in a very specific way, and I can't remember exactly how - but it would be worth a bit of research.

If I had something that was going to revolutionize energy production in the world, and wanted to ensure it got out, I'd probably give it to a very small group of trusted friends to release on as many forums - "public domain" of course - in as many languages as possible.

If your friend has a background as an EE, he probably has some trusted friends he could confer with. I'd due my due diligence before sharing it with anyone on any forum without knowing who they are and what their alliances - political and industrial, economic - are.
