Mike It sounds like you have a pretty good understanding of how this works.
As an Engineer "heat" is part of my job however I have come to see thermodynamics as kind of a joke. It's simply a measure of molecular motion nothing more.
So when we say something is hotter were really saying it's molecules are oscillating faster than something colder. As such it doesn't matter how we change the rate at which molecules oscillate only that they change. In our case heat is generated in the conductors through an electron scattering effect or excess excitation. However there is no valid reason why the opposite could not occur and the molecular motion becomes coordinated.
It's really interesting stuff and were basically talking about controlling the kind of motion of something on the atomic/molecular level and this motion is energy. Not unlike the notion of rather than building one large machine we would build millions of smaller ones performing the same function. Controlling the motion of something on the atomic/molecular level through an external influence. At which point the kind of external influence matters...

When particles are ionized, stripping of electrons, the particles gain a positive charge. Now we are dealing with particles so what particles am I talking about!! Particles are atoms, atoms of gas in my case, the atmosphere which already has a charge. The charge as known is 100v+ per meter above the ground, this is our stored energy and we need to extract it, so how is it done!!! We can create our own low-energy plasma, within the existing plasma so in reality, we have just increased the existing charge. But what good has that done us, we have used energy to make a plasma in an already existing plasma!!! Now comes the good bit we capture the total plasma some 7-10,000 times a second within an external switched capacitance open the door, let it in, close the door and what do we have!!! the plasma energy we made + the plasma energy from the atmosphere, let's say we just doubled our energy.
