What about pumping charges outside of the system with a Lorentz fan ?

To the outside world it would look like an uncharged sphere.  The positive and negative charge would appear on the inside surface of the outer conductive layer and on the outside surface of the inner conductive layer.  The dielectric would carry the E field between these two layers.  There would be no E field escaping to the outside world.

Airplanes have wick dischargers to get rid of charge by corona discharge.  They are simply sharp points where the charge concentrates to create a high E field there high enough to ionise the air and create corona.  The corona discharge is impulsive so the dischargers create EM noise, but the discharge is not basically EM waves.

Regarding your first statement, I agree that would be what should occur. It would be interesting to test at very high levels.

Regarding the wick discharges, my boss who told me about this knew of the conventional methods, but he implied this was something very different. This was over 30 years ago, I should have pressed him for details. The company has since vanished.

The Lorentz fan is a device that takes advantage of the Lorentz deflection. Anytime there is a relative motion between an electrically charged particle and magnetic flux line, the particle gets accelerated perpendicularly to that line and the motion.
I does not matter whether the charged particle is moving, or the magnetic flux is moving.  It works as long as there is a relative motion between them.

So even stationary charges can be accelerated (pumped) when subjected to a moving magnetic field.  A convenient form of a moving magnetic field is a rotating magnetic field, like the one produced by the stator of the common AC induction motor.

we use the fact that the condition for which this kinematic solution is valid corresponds to the case where there is no net energy exchange with the surroundings

You can do useless work, useful work, or store the work for later.

In the hhop gen 4 model useless work would equate to squirting the thin high velocity water jet into the top tanks liquid surface. This would disturb the water and move it until the kpe was used up and it became still again possessing only gpe.

Useful work is done on the water wheel paddles (external to the system, harvest kpe of a moving mass) which via the alternator stores this work as electricity at a typical loss of 90% efficiency.
