In my opinion it would be an exercise in futility to build a large VLF receiver, firstly because I don't think the return would be worth cost and effort, and secondly because if you can build something big enough to tap significant power from the VLF Navy transmitters or from the grid then you run the risk of prosecution and confiscation of probably all of your equipment.
Okay, that can be true. The 'borrowing' of money to do a lot of things besides build power harvesters can do what you predict without my doing anything with power generation. What I can do won't be very big at first, but 'vested interests' may still not care; given their potential ulterior motives toward this field of endeavor. Given that, the outcome of the power industry in going to be decided by small(?) bands of determined individuals that'll take matters 'into their own hands, so to speak' because they may think they have nothing to lose. If you don't know why, I can't tell you with reasonable words. (shortest length and number of words I could think of.) The page shows many designs for VLF transmitter/receiver antenna's. Those set ups, like at the Harold Holt Station are so big that it is the undertaking of governments with many taxpayers to pay the loans back required to build them.
If they're built a safe distance from civilization, the cost will be higher, I agree. Volunteer workers can be enlisted to provide manpower in construction of equipment can bring down costs to some extent. If the need is seen as being great enough, the effort(s) may nevertheless be worth it. Moreover, greedy industrialists, bankers, politicians and, say, lawyers with ulterior motives---all acting together---can affect: 'probably confiscation of all my equipment' , as you put it, would, IMHO, be worth the effort. Those ingrates wouldn't hesitate, if their 'hidden agenda' were heinous enough, to take actions leading to someone else's fatality, if they were capricious enough to decide to do it.
