Magnets in repulsion or attraction placed around a wheel and with fixed stator magnets can generate some powerful illusions of "almost running". Built many of these in the past.

In the end, a flywheel of the same weight will usually spin just as long.

There are usually never any such comparisons with an equivalent flywheel, nor are there any rudimentary data tables generated from tests. It's just another "youtube show" for your entertainment, like most (but not all).

Aye, that may well be.  I reckon we'll have a better idea regarding

Has anyone ever considered placing a steel over the stator mags so we get a neutral zone when the rotor mag gets close enough?

Yes, and note that the spacing of two repelling magnets can be altered without any work, if these magnets are kept on the neutral line around a soft ferromagnetic shield of a varying thickness ...at least in one dimension.
