Let us focus back on innovation. In the policy speech 2014, there was the proposal to reactivate the Innovation, Science and Technology
This time, there should be some focus.
We propose the focus should be on:
(1) Remote monitoring and control of Companies all the way to the Investor level. These Companies may include restaurant, retail, and service chains initially. The expansion into Model Farms, Model Villages, Model Towns, Model Cities, etc can come later. For fast development, such models are highly desired.
(2) With Mutual Credits or Win-win Government Currency Swaps, Hong Kong can look at opportunities beyond its borders. For example, a model farm suitable for a place in Africa can be a good project. There may be good sunlight. There may be good combination of crop and animal farming. There may be vast improvement in production with the latest technology. There may be chance to develop energy efficient or even self sustaining systems.
(3) The Hong Kong Government should develop such projects until they become commercial entities. Since every Citizen can be regarded as an investor, the models will be available to all citizens to comment and improve. Then sell shares on the Stock Exchange. The private sector (both Hong Kong and/or the Targeted Country Citizens) can then take over and improve the day-to-day operations. The Hong Kong Government will look good both as supporter of the projects and creation of a new revenue stream.
