What I get from that document, having read it several times now, is that you can vary the inductance of an inductor in a synchronized manner and thus add energy to an LC circuit at the expense of the input energy supplied by the motor that is varying the inductance, thus causing the increased oscillation energy to be transferred to a load.

Without a properly sized load, (if the input energy to the motor varying the inductance exceeds the load current) the oscillation will build to a voltage rise leading to insulation breakdown or capacitor breakover.

If there is something anomalous going on, could you refer to the page number?
